Retail office environment choices

I have a choice between

Am I correct in assuming the Tower has better cooling by virtue of the larger fans and case? Cooling is a concern as these are in warm environments, running 24/7 operations.

And which would be better for an environment that isn't vacuumed or cleaned often if ever, so dust is an ever present element.
