Will the parts of my Optiplex 9020 sff go into a new build?

I have a Dell Optiplex 9020 small form factor model with an I7-4790 and I have gotten a new motherboard (ASUS z87 pro lga 1150), PSU, and an ATX case. Am I able to put the cpu and cooler and ram into this new build and have it work?

The CPU and RAM will be fine. I am not sure if Dell uses a proprietary cooler and even if so the Intel cooler or a 3rd party cooler is not expensive. Swapping into a new case is a great idea and I have done the same with my system. It allows a much better PSU and also allows use of a GPU that is full height.

JOcean is spot on.  the Dell motheboard uses a chassis based M3 studs for the Dell oem cooler which in itself is performance grade and can handle 95W.  in order to use the same cooler on your ASUS board you would need to acquire a M3 backplate with studs.  without this backplate the Dell cooler can not be installed.  The ASUS board typically comes without any backplate.
