Hello, thanks for choosing Dell and welcome to our community.
On the left of the LCD (in the pic you attached) you'll see direction keys (up down left right), When you press them, do you see difference in the LCD or not. If you don't see anything you'll need to replace the bezel LCD module if you want to display back to normal.

the display is in perfect working order, showing other messages, such as violation when the lid is open; at this point, when you plug in the power cable, the server turns on and only shows “D” on the display and does not generate video
