Removing/Disabling CPU

Have a question for dell. With the change VMware is making we are looking at removing and disabling cpu/cores and dell servers ranging from R720 to R750. We have many that do not utilize the full potential of one CPU but have two cpu. What is the best option to do this. If we physically removed the CPU I know the Memory in that bank would also not work. Would the system boot properly? Would we run into any issues with functionality. Would riser cards be disables. Would drive bays be disabled. 

Is there another way to disable the CPU from Bios or elsewhere that would allow us to reduce the unused cpu's?
