You can open below link for R740 and under operating system you can select windows operating system and search for firmware based on your need. There you will be getting windows .EXE files
I could see windows update package available for R740 and R640. Can you share the link where you are seeing the issue. Also let me know which operating system and component are you looking for firmware.
i listed some webpages as shown above, most of the important firmware lack of ".exe" file therefore i cannot upload to iDRAC to perform my update task.
generally, only the "bin" or "efi" files are provided to download, which seemed invalid for iDRAC to use.

In the perspective of iDRAC, should the firmware file always be ".exe" so that iDRAC can accept and perform update job?
(The firmware download webpage should be designed for administrators that are using Windows to access iDRAC web, just as short period of time before. If I choose redhat or ESXi as my server OS then I won't receive corerct firmware file, which is primarily the "exe", on the download webpage for my Windows workstation that is used to upload it to iDRAC web.)
by instinct, when searching for firmware I guess everyone shall choose their "operating system" (that is running on this server)to clarify the firmware files, however, the result only provides EFI or BIN files if you choose OSes other than Windows server, which are incorrect for iDRAC to upload.

anyway, I'm now choosing "windows server" as my operating system on the download webpage that resolves my question.

To update firmware using iDRAC, you need to upload .EXE file only. You can refer below link for details
