Additional Hard Drives with SATA PCIe Card - Device cannot start error

This post is similar to some recent ones, however, I thought it was different enough that I should make a completely new one. Apologize for any overlap. Let me start off by saying I love my Dell T110 Server and use it as a home server. it is a great machine and just works well......but I have reached a dead end where my opinion has now changed.

My Situation:

I have 2 optical drives and 3 hard drives hooked to my Dell T110 server for a total of 5 devices on its onboard SATA Controller. I do not have any other cards in the computer or SATA controllers. All of these devices are connected directly to the motherboard. In the system BIOS, SATA is on ATA mode. Everything works fine at this point. Now I wanted to add a 4th hard drive to the extra slot and/or take advantage of some of the new devices that use the port multiplyer feature of SATA II. I went out and bought a regular PCIe SATA Controller card that has two SATA II slots on it. This is not a Raid Controller, simply a device to give me more SATA ports in my system. 

The Problem:

The system boots fine and the Raid Controller shows during the BIOS post process. The make and model of the card and its own BIOS version as well as any hard drives I had connected to it show up. Once I get into windows and am prompted to the install the driver for the new card, I do this. Once the driver is installed I get the following error: "Code 10: Device cannot start". This error is what has plauged me for days of trouble shooting trying to figure this out. Please HELP!!!!

 

Other Facts:

1) I have tried multiple SATA Controller cards and even SATA RAID cards using different chipsets. Silicon Image SI3132 and High Point Marvel Chip Set. In all, I have tried about 4 cards in the machine - still the same error everytime.

2) I have made sure that my driver version and Flash BIOS on the card are aligned. I have reflashed the BIOS on the card using another computer to make sure this works - nothing.

3) I have confirmed that other users running the same operating system have been able to add these cards easily

4) I know there is always the possibility of using USB for drives, but I like the idea of an array in one box. I also need the speed of SATA on the drives because the server does alot of streaming.
