Poweredge 1950 drive failed.

Getting a new one shipped.

What is the procedure for adding it? Do I take the other offline first? ..actually I just noticed there is no option for taking off line.

All there is, is Blink and Unblink.

"I just realized the drive I put in there is 278 Gig. The drive already in there is 465 Gig. Could that keep it from rebuilding?"

Absolutely.  The replacement disk must be AT LEAST as large as the disk it is replacing.

It is already offline (failed = offline).  Simply remove it, wait 30 second, then put the replacement in.  If the rebuild does not begin automatically, then assign it as a hot spare to begin the rebuild.

The drive immediately went "Online" not Ready. I took the task "Assign to Global Hot Spare." Few minutes later same options are available: Assign Global Hot Spare, Clear... Unblink and Blink. I am assuming it is rebuilding although it is not saying that, just Online. What is Clear? Should I do that? How long does it take to rebuild typically?

Go to Storage, PERC, Virtual Disks ... it should show you the rebuild status.

I don't see it say rebuilding anywhere. I have tried "Assign Global Hot Spare" a couple times and it doesn't seem to want to go to rebuild.

I just realized the drive I put in there is 278 Gig. The drive already in there is 465 Gig. Could that keep it from rebuilding?
