So Ctrl-C did not bring up the RAID configuration screen?     Seems normal for not hitting Ctrl-C......

If you had an existing raid on there,  pretty sure you have to go into the Ctrl-C at least once to import the existing raid.

I hate to give advice on RAID controllers I am unfamilure with.

Are you attempting to get to an existing RAID?  Like you replaced a failed card?

How do I activate? I can not find an option to Activate Mirror. How do I get to that option?
