Open manage?

Hello peeps, very wuick question, but what is open manage for? I tried loggin into port 1311 or whatever open manage is on, and the page loads as four squares :p , O nthe actual poweredge server i can view/login to open manage, I thought openmanage was to login/check the server from the internet is this true? or am i doing something really wrong,
