outlook sychronization error on deleting email

In outlook when I try to empty the deleted files I get a message that reads "Outlook has not finished sychronizing the local changes made to items in this folder. You can not delete this folder until synchronization with the server is complete." Any idea how to correct this error. I have rebooted both my computer and the server to no effect.
