Power Edge 2600 Shutdown problem

Hello all,
 
I have one rather simple problem that i have ecounter last week when we got our first 2600 server (same thing with 2650). On 1600 we did not had any problem.
 
Problem is that in BIOS there is no option for State after power failure, or as i concluded it is ste to be on State before power failure.
 
I will explain my situation:
One server with Win2003 on it, and APC SmartUPS on power side. Ups is configured to shut down server when batery is low. So after i shut down server, after power is back, server will not power up. I will have to come there and push the buton?!?! There have to be some option or jumper that i did not see, because i cannot belive that someone thinks that it is better that we do not have option State after power failure.
 
How did i concuded that it is somehow by default on Previus state? Because if in any moment (during boot up, in windows etc.etc) i plug out power cable (and server is down, offcourse), after i plug back cable server will start. And if i manualy from windows do regular shut down (so previus state is OFF) and let 2600 to shutdown, and then take out power cord, and put it back in, machine will not boot. Seams like Previus state to me. Possibly i'm wrong.
 
I have talked with our Local distributer, and they washed their hands with answer "That's something got to do with your windows, in windows thare is option for that" ?!?!? But no more than that i got.
 
So i ask anyone do you have solution for this. And please dont tell me to let UPS crash my server and then it will boot up by it self ;-))

We discovered this new "feature" on our new PE2600 servers too, and after spending much time going around & around with the UPS manufacturer, we were told that this is a design feature of the new servers, and nothing could be done about it.

This is a known problem with a solution found on the APC site. It concerns the way Windows 2003 handles shutdown requests.  To fix this, uninstall the current version of Powerchute.  Then you must get the hotfix for microsoft KB819760.  Then you apply it and reboot.  Then run gpedit.msc and look under computer configuration, administrative templates, system.  There will be a new policy called Do not turn off system power after a Windows system shutdown has occured.  Enable this policy.  Then install Powerchute again.
 
I have only tried this with APC Powerchute Business edition, versions 6.22 and 7.02, not on earlier versions of Powerchute. 
 
We had to do this on approximately sixty servers and now they all come back up just fine after a power outage.

Wow! That would be great, except we only use the native UPS support in Windows2003. Regardless I will look into this KB and thank you !

This fix did not work for our PE2600 with APC UPS.

I sure could use some help from DELL on this problem. If I had known about this when we ordered 120 servers last fall, I would have searched for a solution before deployment.

Did somebody find a solution to this problem ????

I have been struggling with Dell and UPS Support guys but  no luck so far.
