VMWare 6.5 Patch Failure on DellEMC customized ISO install?

I have a PowerEdge R820 running the following Dell-customized VMware installation profile:

 

Name: DellEMC-ESXi-6.5U3-13932383-A00
Description: Updates ESXi 6.5 Image Profile-ESXi-6.5.0-20190602001-standard

When trying to apply the latest VMware vSphere 6.5.x patch, release name "ESXi650-201908001", downloaded from the patches website for VMware (filename ESXi650-201908001.zip) I get the following error:

[DependencyError] VIB QLC_bootbank_qedf_1.2.61.0-1OEM.600.0.0.2768847 requires qedentv_ver = X.9.31.0, but the requirement cannot be satisfied within the ImageProfile.
VIB QLC_bootbank_qedrntv_3.9.31.0-1OEM.650.0.0.4598673 requires qedentv_ver = X.9.31.0, but the requirement cannot be satisfied within the ImageProfile.
VIB QLC_bootbank_scsi-qedil_1.2.13.1-1OEM.600.0.0.2494585 requires qedentv_ver = X.9.31.0, but the requirement cannot be satisfied within the ImageProfile.

When looking at the install profile VIBs, I see the following for the qedentv package: "qedentv 3.9.31.1-1OEM.650.0.0.4598673" It looks like the VMware patch is requiring 3.9.31.0 but 3.9.31.1-10OEM is installed. I searched Dell's site but can't find the ESXi650-201908001 release patch.

The DellEMC ISO was created on 8/25 according to the profile description, and the 201908001 patch was released on 8/20, but the version is DellEMC-ESXi-6.5U3-13932383-A00 indicating this is based on VMware build 13932383 which is pre-EP15 patch (the one I'm trying to install). The ESXi650-201908001 patch would put the build number at 14320405 according to the VMware Build Numbers page.
