Unfortunately, the ScaleIO Gateway was never tested and therefore not supported on Windows 10. From the documentation for Gateway requirements:

Windows 2008 R2, 2012 R2, or 2016, including the Visual C++ redistributable 2010

package, 64-bit. Server Core editions are not supported.

I would also recommend retrieving a later version, as 2.0.0.1 is fairly old at this point.
