Virgo logs in VC 6.0 Linux can be found here: Virgo logs: /var/log/vmware/vsphere-client/logs (as I wrote above - see comment 9)

What web service did you stop and start and how ?
On the box you were running the powershell from ?
Running into the same issue which seems to be a faulty webservice not running correctly. Wish they add some logs showing more what its doing

I noticed I had to wait on vcenter appliance for a while for it to really stop and start
slow
