Any one have this problem? MSCS Share access lockout when a user upload 800M+ data

Using two Dell 1650 and a powervault 220S, Microsoft Clustering to provide share disk space.
 
Currently if anyone is uploading data to the share (magic number of 800M+) the cluster locks out all users access to the share accept the user who is uploading the data and will not allow acces again until the user is done with upload. 
 
I have try searching on the internet and dell and and microsoft sites and really have not found any real helpful info.  Have tried contacting support and it pretty much pointing fingers.
 
Any info or suggestion would be appreciated.

How much memory is in the servers. It may be caching file transfers and when it runs out of memory, it ends up having to use swap and such causing a severe performance hit.

2G Physical memory and 2G Virtual cache on each server. 
 
Even if there is a performance hit...should it lock out user access like that?
 
Any suggestion on solution to fix the problem?  Increase memory?  Increase swap space?
 
One addition...one of the server in the cluster is currrently down...could that be part of the problem.  Should I check cluster configuration?

On more addition...it seem to be only if we are writing to the shares on the 220 does this happen....anything on the two nodes directly has no problem.
 
 
Could this be a physical or hardware limitation on the 220 or firmware need to be upgraded?

The PV220S is just a box of scsi drives. Even the raidcontrollers in the servers don't have limitations that would cause something like that.

The problem lies in the OS somewhere.
