I have error "(A7) Me FW Downgrade - Request MeSpiLock Failed" while bios loading

I have error "(A7) Me FW Downgrade - Request MeSpiLock Failed" while bios loading and
"intel vpro" is not working for "Precision 5820 Tower"

I updated to latest bios but nothing changed, I cant reach local vpro localhost:16992 web page or access from bios to vpro settings either.

I reset bios, clear bios, button battery out etc. but didnt work.

my bios is 5820T_2.26.0

I was using vpro to open it remotely and connect with RDP from home but now it must always have to be running.

I am out of options. need help.
