the xeon E3 is already the best cpu for it. The ram can go up to 64gb, so you could add another 2 x 16gb ecc modules. The psu is proprietary and I don't think the pinout is really disclosed... the 240W is already the max dell allowed for it.
The GPU is limited to a Low Profile one, 50w consumption, I think. You'll need to look for gpus using a single slot and small enough to fit + consuming 50w at most (to make an example a quadro p620 uses 40w ) , some examples are here
