Precision 3630 tower performance problem

Hi! 

I have some question about my 3630 tower and its performance.

Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz
NVIDIA GeForce RTX 4060
RAM 32 Gt

On paper this looks good? But when playing games like fortine or more cpu demanding games the PC starts to run like crazy, the fans go loud and I have to set settings to low even able to get solid 60 fps. Am I wrong to think that this should happen? And when I try to stream games the situation gets worse, whole computer freezes and lags like neverbefore. My cpu temperatures goes pretty high for my understanding (83+) peak heating. Is the problem simply that afwul case desing? Can the cpu heating cause all this? I really appreciate your help for this one! Thanks!
