The best Cpu for Optiplex T3620 ?
So i recently brought a Optiplex T3620 as a first Desktop Computer with the idea of Gaming and doing some content creation stuff and Not gonna lie the Pc keeps up to my needs...But there is the thing i want to MAX pit everything about it and i want to start with the CPU cuz the amount of RAM i can put in the rig depends on it im currently with E3-1245 v5 (Also I've bought an Gtx 1060 3gb if that metters)

I can't say if it is the best CPU or not but for what it is worth, Cyberpunk 2077, HLA Alyx, CoD MW 2019, RDR2 all run fine and dandy on my e3 1270 v5 (32GB or RAM, RTX3070).
But i think you might be looking in the wrong direction. If you want to do some gaming, I would be more focussed on the GPU as a 1060 will struggle if you want to crank up the resolution/gfx.

Hey, I've noticed some intermittent slowdowns during resource-intensive tasks. I'm wondering if there might be a bottleneck in the system that's affecting its overall performance. I've already upgraded the GPU to a GTX 1060 3GB, but I'm considering whether a CPU upgrade might further optimize the system.

Congratulations on your new Optiplex T3620! To maximize your setup, consider upgrading to an Intel Xeon E3-1270 v5 or E3-1280 v5 for better performance. Both support up to 64GB of RAM, which should help with your gaming and content creation needs. Your GTX 1060 3GB is a solid choice for now, but you might want to upgrade the GPU in the future for more demanding tasks.

Yes, i7-7700k is the max CPU for the 3620. Be sure to get the larger CPU cooler. DELL 2NW0M XPS 8910 8920 8930 8940 3630 3620 3640 CPU COOLER HEATSINK Fan
Max RAM is 64GB. 32GB would probably do you just fine unless you have apps the require more.
The 3620 came with 290w and 365w PSU's. The 120w GTX 1060 needs at least a 400w PSU.
