Energy Star explained?

Energy star configurations are pre-configured with certain power saving settings to conform with USA Energy star guidelines. It is up to the end user to make a balance between convenience / performance and power usage.

You did not answer my questions (and the link you provided does not answer them either), but thanks for the effort. Can anyone tell me what settings are changed by the Energy Star option? What settings are changed in the Bios? What settings are changed in Windows power and sleep management? Are there any other setting changed besides those?
