We are having a similar problem. Windows 4 64-bit. Downloaded new print drivers because the printer would not scan. Now the scanning works but we get the error message at the end of scanning "OCR Program missing" an image-to-text OCR app is provided for you on your CD..." and then we have to exit. We no longer have the CD.
Yes, I do have the Dell printer disk. When installing the printer from the disk, it installs the old driver. When installed from the disk, i am also unable to open the imaging tool box.
I currently have the updated driver installed from the Dell site. With the updated driver, I was able to open the dell toolbox which was a huge plus but still can't scan.
As for scanning, if you have the disk that came with the printer, then insert the Printer disk and stop it from running. Go to My Computer and double click on it. Look for the drive with the Dell disk in it. Right click on it, left click explore. Look for the OCR Folder. In the OCR Folder, there is an Abbyy Folder. right click on setup.exe, that's in the Abbyy Folder and left click run as administrator. This will install the OCR program.

Scott,
What are you trying to scan to?
Do you have the Dell Printer disk?
