Try cleaning the ink jet nozzles in case they are clogged (even a new cartridge can be clogged). Soak the nozzle end of the color cartridge in a shallow container of warm (not hot) water for about 10 minutes. Blot dry (there should be color traces in whatever you use to dry the cartridge) and reinstall and try a print. If that didn't help and it's a NEW Dell cartridge you will need to either take it back for exchange if you bought it locally or call Dell for a warranty replacement.
If the cartridge is not a NEW Dell, it is probably defective and you will have to deal with wherever you got the cartridge.
