The meaning of activation is that you type your Windows product code, found on a sticker on the packaging for the installation disk, or if delivered with the computer, found on the laptop case, usually in the battery compartment for a Dell.
I exactly have the same problem with windows Vista ultimate edition and as i couldn't activate it, i returned to XP. I need that some one helps me. I even tried it on safe mode but i couldn't do it on safe mode too.
Where did you get the Vista disk? If it is an upgrade or a commercially purchased copy there should be a sticker having the product code affixed to the envelope that contained the disk. I am assuming that your computer shipped with Windows XP and therefore has the COA sticker for that operating system glued to the computer case. The product code from that sticker will not work with Vista, you must use the product code from the Vista packaging.
