BAckup Assistant
I have and external hard drive that was used to backup a Dell Laptop with Windows 7
I now have a Dell Laptop with Windows 10 that I wish to transfer my pictures, documents,etc. to the new machine
I do not need to run a restore
Most of the files are BASE_0000.INP, when I double click WIndows 10 has no application associated with them.
No Events found!

Windows has Windows 7 backup to access your old backups, although I never heard of the file format you mention. I don't think those are windows 7 backup files. Open Settings, Recovery and Search for Backup to open Windows 7 backup and set it up.
