Command Update 3.1.3 settings won't save

When modifiying settings in the Command Update GUI as a local admin and then restarting the app, the automatic update preferences aren't saved.

When Exporting the settings just after saving the changes results in the same .xml file as if nothing would have changed.

This is on a freshly installed and updated Windows 10 1909 from Microsoft.

Does anyone else have such problems? Does anyone have documentation about the syntax of the .xml configs? I only found the user manual...
