Problems uninstalling backup&recovery

I've got some issues uninstalling Dell Backup and recovery 1.9.2.8. It's been there, laying dormant since 2015. It won't update but also not uninstall (not through Windows 10 or 3rd party apps). Also, Dell support assistance won't install. Any ideas?
