Where's Elements?

Just bought an Inspirion 3471.  Supposedly included (and paid for) was Adobe Photoshop Elements 2020 and Premier Elements 2020.  However, I have been unable to find it in the digital locker or Dell Digital Delivery.

Tried chatting and was referred to technical support, who started a remote session.  They eventually just hung up and disconnected without a solution.

I even tried uninstalling and re-installing the Digital Delivery, but am now getting an error about being unable to connect to the internet.

So far, this computer has been a terrible experience.  Help?
