XPS13 4K

Hi there, Simple question from a windows newbie. Coming from IOS. I do lots of camera configuration. In their configuration menus, how do I scroll down to the bottom to save the configuration. On my Macbook, scrolling down is not an issue. On this laptop, I simply can't scroll down when the screen is not "long enough" for the whole page. I have to save the display as portrait and use the touch screen to save. If I am not portraying the problem coherently, please tell me and I can add pictures. Thanks
