Could not bind incoming socket

I am getting the error message seen below and can not find anything relating to this. I do not maintain these servers on a day to day basis, so I am not aware of anything changing. This is also one of those cases where I asked the local site admin if anything was change and of course no. Can anyone help and/or is there a config/ini file that needs fixen? This is a live site so I have to tread lightly.
