Remote Installation Utility ?

Question

I've installed 6.2 SP3, however I do NOT see the Remote Installation Utility anywhere ? I see a repinstall.exe which appears to be a command line version possibly...but the vague documentation from 6.2 SP2 (there is nothing for SP3 other than release notes....) claims it's there with a GUI. What am I missing ?
