3 MS Win XP Home OSes in Safe Mode

Hello! Cannot get access to www dot dell dot com. Have 3 different ip's, but from one access is forbidden: I'm already wrote post about this problem, but there is no acceptable solution. Can anybody from dell help me? Thanks. P.S. The problem ip is 194.158.204.109.
