I have ports 7 and 9 on same configuration. port 7 is h264 NVR for security camaras on  with IP 192.168.0.30 port 9 is a laptop with IP 192.168.0.6  same subnet Ping from laptop to NVR fails. If I use my old 16 port switch , both on vlan 2, 192.168.0.30 replies to the ping.
