Vostro 410 cannot connect to net

Microsoft Net Framwork 1.1 Serv. pack1 does not want to install
I've been trying to install Microsoft Net Frame work 1.1 Service Pack
1 but all of my attempts "fail". According to Microsoft I should have this

"CONTENT ADVISOR" KEEPS POPPING UP WHEN I ACCESS THE NET
Every time I click on a net link or try to access a page a box pops up
which is called CONTENT ADVISOR - I have to choose if I want to have access to
the page and type in a password - I have no idea how this got started. Can
