one notification = one severity by default. Maybe what you want to achieve is more on the problem management side (ITIL) so the answer may be in your trouble ticket management system. Or, if no TT system, you can use UserDefined fields, but in this case, you will have to use 1 UD per user group, which is not a good idea...
