I'm not sure I know the answer but perhaps this will help.
The error is basically saying the distribution list cache cannot be created. EmailXtender uses the .dlc file to properly assign ownership to archived messages. You can find the .dlc file in the EmailXtender program directory.
The error may be related to the EX server's ability to properly communicate with the address list (GAL/NAB).

Anyone got an answer yet?

Seems to be combined with email extender failing to grab messages from the journalling mailbox and a heap of extra MAPI profiles being generated on my box.

The typical process to overcome this is to create a distribution list (I leave the DL empty). Let the cache get updated and delete the DL again.

After the initial set up, the policy engine should work fine.

An upgrade might just be an "initial set up" again.
