Yes, UserCache Front-End Server can be installed on an Exchange Server. Have done this e.g. in my virtual test lab?!
From the documentation, RPC over HTTPS should be working. Haven't found any info on it though. You would need to publish the IIS server (in your case the Exchange server?) or additionaly the /EMCRetriever/ directory.
