New Exchange server
We are using EmailXtender 4.8 and will be moving to a new exchange server. Both old and new server are Exchange 2003. What needs do be done on the Emailxtender server. We are not using Journeling. We are just shortcutting attachments and doing a weekly delete of email older than 18 months

When changing the Exchange-Server, there is little to do. Obviously you need to add the new Journaling-Mailbox (of the new Exchange server) to EmailXtender as a connecting mailbox and make sure the permissions are correct so that the emailXtender service account can access all mailboxes on the new server.
Are you creating a new journaling mailbox on the new server (so that you can run in parallel mode or will you stop EmailXtender, move all mailboxes and then start again)?
In connection with the permissions: If you followed the standard recommendation in the install guide, you won't even have a to consider this the permissions.
