stop code 21a

On an Optiplex GX 400 with Windows 2000 Professional the computer will not boot.
CHKDISK says file record segment XXXXX is unreadable where XXXXX is all 5 digit numbers e.g., 20105.
 
After cold boot, screen says stop code C000021a (Fatal System Error)
 
The LED lights on the back, ABCand D,  are lit with solid green lights.
 
Is there a way to boot into Windows?

You can try safe mode or last known good, but if the scandisk found that corruption, there's a good chance that those 2 boot options won't help.

I'd suggest running the Dell harddrive diagnostics on the drive. It's quick and induced from the bios. If it says the drive is fine, then I'd suggest considering either a parallel install or fresh install.
