SPA requires a separate license, it gets generated based on array capacity. It will be a file with .lic extension and you will use this command to license it:

symlmf -type emclm add -file PathToFileName.lic

can you lunch SPA while you are logged-in locally on the host where SPA is installed ? It typically creates a shortcut on the desktop (Windows) . I don't think license is your issue, you can login to SPA even if it's not licensed, it's just going to let you know it's not licensed to monitor arrays XYZ.

you can launch SPA two ways.  Point to it direclty ipaddress:8444 or within SMC you can right click the serial number of the array and SPA should be on the menu that pops up.
