SMC: Can one user Commit the "Active Tasks" which have been created by different USER?

The active tasks are specific to each user. Is there something specific you are trying to use this functionality for? There may be a different way of achieving the same thing.

we want to do something like: one of our colleague creates the job in config session on the previous day, then then another person can run it in early morning next day... Is this achievable?? what is the way to do it?

This probably isn't the answer you want to hear, but the way to do what you are talking about is to use ControlCenter instead of SMC. I don't think there is any way to do it in SMC unless you have both users log in with the same ID. I know in our environment that would be an absolute violation of security as all activities need to be clearly traceable back to an individual.
