What did you update?

If the iDRAC is not initializing then disconnect all unnecessary USB devices, drain flea power, and clear NVRAM.

I updated firmware, iDrac and Raid controller, NIC. The updates appear to have taken, but I can't access the UEFI (System Services says it's disabled) and the iDrac fails initialization. 

I cleared the NVRAM, but that did not work. I still get System Services Disabled and the iDrac fails to initialize.

I now removed the iDrac, but the system still tries to initialize the iDrac and fails. It then reboots and goes through t eh same process and give mw  F1 to continue and F2 fro system setup.

You can't remove the iDRAC on the R610. The iDRAC is the baseboard management controller. There is an add-on card to add enterprise functionality, but it is just a bridging device. All logic is built into the iDRAC.

I cleared the NVRAM, but that did not work. I still get System Services Disabled and the iDrac fails to initialize.

I recommend that you perform the rest of the things I recommended in my first post. If the iDRAC still fails to initialize then you will likely need to replace the system board.

If doing a flea reset doesn't resolve the problem it'll be a call to Dell for a replacement system board. I've had this on a couple of PE610s.. Other problems with the PE610s are bad PSUs as well. I would suggest moving a way from PE610 from our experience they have or had hardware issues.
