OMSA login and domain controllers

I am trying to log into OMSA locally on a domain controller and have also tried remotely from a different computer.  Since DC's do not have local user accounts, I have been unable to do so.

I have tried a member of the domain admins group as well as the actual domain administrator.

I have already searched this forum, but nothing suggested has worked, so I am now posting.

Any suggestions?  Thanks!
