If this is a Unity all flash system then there is no FAST Cache since it doesnt make sense to cache data on SSD that are already on SSD

If its a hybrid system then check if your license includes FAST Cache and if your drive part numbers are listed in the drive support matrix on support.emc.com as supported for FAST Cache.

Also check this KB if everything else if fine:

https://support.emc.com/kb/493361

Are these genuine spares? As in, do you have other SSD drives in some mixed pool and these are spares for those SSDs?

If so, then this was not designed correctly.

If you have no more flash on the array and only those two, then the KB above should help you.

Obviously, as Rainer said, FAST cache is not possible if your model is Unity X00F. That wouldn't make sense.

go to support.emc.com and search for "Unity drive suppport matrix" to see which drives are supported

Are you sure that you have enough spares for each drive type ?
