CPU Ready used in Capacity Availability

We have several clusters that show availability of 0 more VMs and the constraining factor is CPU Ready. Since there is no way to adjust for this, how is CPU Ready taken into account in the Capacity Availability report?

Is there a threshold of an average of cpu ready that has occurred in the past?

When looking at the performance in the past there were several events when CPU Ready spiked briefly but returned to practically 0%.
