Are you looking for paging activity within ESX on the host, or paging activity within the guest OS on the VM?

For things within the guest OS, you might want to look at the Infrastructure Monitoring cartridge, which I believe you are already licensed for when you buy vFoglight. It allows a much more granular look inside of the VMs, including process monitoring.
Looking at the CartridgeForInfrastructure_Guide.pdf, page 61, it looks like the information you want is collected by the Infrastructure cartridge.
This is not installed by default. You would want to talk to Quest about getting it installed in a test environment to make sure it meets your needs.
