Reports/alarms for changed vm hardware

Is it possible to create alarms and reports on virtual machine hardware changes? I would like to create an alarm each time a virtual machine has its hardware changed as well as

provide a weekly/monthly report on this.

Additionally, I would like an alarm for vmotions. I know you can report on vmotions, but can you create an alarm each time a vm is vmotioned onto another host, whether by DRS or manually?
