Inspiron 15-5584, infected with virus

This is a new computer that I neglected to backup before I used it and right away it got infected!  A mistake that I shall never make again!

When I boot, it goes to a black screen with the Dell Logo and is Preparing Auto Repair and then to the Choose an Option window!

I contacted Microsoft Tech Support for  help and they were not able to clean the HDD or retrieve the data from it! The only other option they gave me was to take the computer to a MS Store and have them try to retrieve it, which could be very expensive!

I would like to take care of the problem myself and I have Data Transfer Hardware which would require me to remove the HDD and to transfer the data to another computer to clean it up if possible. Any help with this procedure will be much appreciated and if it is possible to clean the infected drive without removing it please let me know how!

I have tried all the relevant Troubleshoot Advanced Options such as Startup Repair, Command Prompt and Startup Settings to try to access Safe Mode with no success!

If you transfer any data to another computer then you probably will transfer the virus as well. Step one is either clean the computer or do a complete clean install of Windows.
