I have had more grief from .NET Framework updates over the years than from any other MS updates. That said, it's been a few years since they last plagued me. Perhaps because I started to install them individually.
I'm a month behind with delayed updates,and all I'm seeing tonight is an August Cumulative Update for .NET Framework for windows 10 x64 v.1903 (KB4511555). It downloaded and installed manually with no problems.
Flash, DOTNET, JAVA, Silverlight, Quicktime, and other active script plugins have many different angles for XSS malware injection. Every time they plug a hole in the dyke with a finger another leak happens.
Cross-site scripting (XSS) is a type of computer security vulnerability typically found in web applications. XSS enables attackers to inject client-side scripts into web pages viewed by other users. A cross-site scripting vulnerability may be used by attackers to bypass antivirus and antimalware software. An XSS worm, cross site scripting virus, is a malicious payload, usually written in flash or JavaScript, that breaches browser security to propagate among visitors of a website in the attempt to progressively infect other visitors.
This is also why DVD playback and Windows Live Essentials and Movie Maker as well as Windows Media player are removed by default.
They don't want you to be OFFLINE and they want you to use privacy stealing apps that "Log" your speech, inking, and typing. Aka spy on you.

This is also why I worry about the Dell Forum which is still VERY dependent on Java and Flash.
Microsoft has essentially thrown in the towel as has Adobe with flash.
