In the back of the 'Solutions Enabler Symmetrix TImeFinder Family CLI version 7.6 Product Guide' are tables that list the allowed actions for a given state of the TF devices.
In the TimeFinder State Rules Reference table the recreate command can only be used when the clone pairs are in the copy in progress, copied, split, or failed state. So you would first need to activate the clone pairs then you could immediately execute the recreate command (since they will be copy in progress after the activate).

Why do you feel you need to issue a recreate? If the session is in the precopy state then you haven't selected you point-in-time for the target yet.
What are you trying to accomplish with the recreate?
