Vostro 3670, POST, power button 2 amber, 7 amber

When plugged in the power button blinks a repeated series of 2 amber then 7 amber.  It does not boot up.  What does this mean?

@Chino de Oro​ Thank you for responding.  I'm not sure I am reading the table correctly, but it appears the problem description is CPU.  The recommended solution is "contact technical support".  Can a CPU be fixed?

Processor is rarely failed.  Which is the specific Vostro do you have?  Is it still under warranty?  Is there any work being done leading to the issue?

@Chino de Oro​ It is a Vostro 3670 with an Intel i7 Eighth generation processor, purchased in 2018.  The warranty ran out in 2022.  The hard drive failed (according to Best Buy Geek Squad) a few weeks ago.  They put in a new SSD and installed Windows 10.  While setting it up I received a message from Microsoft asking to upgrade to Windows 11.  It was in the process of downloading  and installing Windows 11 when it failed.  It hasn't booted since.  Is it possible it is stuck trying to complete the Windows 11 download and install?   Thank you.

Best way to install Win11 is download it to an 8GB or bigger flash drive formatted to FAT32.  Then install from the flash drive.  If you get a pop-up asking what partition to load Win11 on, delete all previous partitions.  Partitions labeled System and MSR might not delete.  That's normal.  When you click Next/Install, Win11 will create the necessary partitions.  If needed, use F12 immediately upon startup to select loading from USB.

To figure out what cause the system hung and trying to repair it, you can resolve the issue faster by wiping the SSD and perform a clean Windows installation as suggested by Brad.
